Effective reforms allow modernizing the country and work to improve the quality of life, President Viktor Yanukovych said in an interview in Yenakiieve. "If we stop this movement, we will face only cons – we will stop the development," he said, ForUm learned from the presidential press office.

Among the factors hindering reforms in Ukraine the President named difficult economic situation in the world and lack of specialists. "There are absolutely objective factors. The objective factors, I think, include the factors of the global economic crisis that, of course, concerns Ukraine. The economic crisis obviously hinders the reform process. The subjective factor is a human factor. A lot of people and professionals are not prepared for reforms, first and foremost, morally, and secondly, at a professional level," Yanukovych said.

The president said that in the implementation of reforms, more attention should be paid to the training of specialists, "who would be able to work under new conditions."
