The poster has been placed on a building's wall in one of the busy crossroads of the regional center.
The poster depicts Hitler against the background of the monument to Stalin with inscriptions "How am I worse?" and "Erect a monument to me as well".
The billboard has been placed by one of the local newspaper with an appeal "Liberate the city from shame" as a protest action against establishment of the monument to Josef Stalin.
The newspaper plans to keep the poster with Hitler for one month.
