State officials are not always polite with visitors because they have not been taught this, Vyachslav Tolkovanov, the chairman of the National State Service of Ukraine, told a briefing, ForUm correspondent reports.

"I wouldn't say that Ukrainian nation is spiteful. People just need to be taught business etiquette. And we are working on it. Many state departments and municipal services are now following instructions on dressing and communications standards," he said.

In addition Tolkovanov informed that in a number of Ukrainian cities the authorities have started pilot projects on improvement of services rendered by state officials. "The issue on politeness was the first to master," he noted.

According to the official data, there are 370 thousand state workers in Ukraine: 270 thousand in the central power and 100 thousand in local-governments.
