In particular, he noted that in Europe "unknown and non-transparent companies cannot take part in development of digital television as providers."
Teishera also underlined that information on TV companies' owners must be open, as well as activity of state regulators, which issue licenses and permissions in mass media sphere.
Speaking about the formation process of digital video broadcast in Ukraine, the EU ambassador pointed out importance of holding transparent tender and contest procedures.
"It will allow avoiding any accusations of conflict of interests between state regulators and providers. Market pluralism is very important, and I believe that the formation (digital video broadcast) cannot be focused in one's competence," Teishera declared.
The official also added Europe is closely watching the formation process in Ukraine and knows about all positions and opinions of Ukrainian providers and journalists.
