Minister of housing and municipal services of Ukraine Anatoly Blyzniuk told a briefing 14 milliard hryvnias are needed to modernize the heating supply systems, ForUm correspondent reports.
The minister told that due to worn-out state of the system of central heating Ukraine spends one and a half times more standard fuel than European countries.

"5.4 thousand out of 33 thousand heat distribution networks are worn-out. The figures of heat losses in Ukraine are the following: 10-15% of heat is lost in boiler houses because of law efficiency factor, 15% of heat is lost in heat distribution networks and up to 40% of heat is gone into atmosphere because of lack of building insulation," he said in particular.

Speaking about the problem the Minister declared Ukraine is facing a dilemma - either to spend money for subsidies and compensations to heat consumers or to direct this money to modernization of the heating system.

According to Blyzniuk, the second variant is more prospective, but the problem is that the state cannot totally abandon subsidies. As a way out of the situation, the Minister proposed introduction of joint financing. Blyzniuk explained that modernization of heating equipment and building insulation must be financed both by the state and dwellers.

The Minister noted that if the system of communal heat distribution networks is modernized it would be possible to save annually five milliard cubic meters of gas out of 12 milliard, being consumed now by communal heat distribution networks.
