
"Corruption in Ukraine has obtained signs of a systemic phenomenon, which spreads out its negative impact on all spheres of public life, getting ever more deeply rooted in everyday life as the basic, quickest and most effective illegal way to address problems and achieve certain goals. The scope of corruption spread threatens the national security of Ukraine. This requires immediate adoption of a set of systemic and coherent measures that are comprehensive and based on the unified national anti-corruption strategy for 2011-2015," the document reads, UKRINFORM reports.
The strategy aims to identify the causes and conditions that breed corruption, to find ways to minimize its effects, to determine the main directions of state policy on preventing and combating corruption, to increase citizens' trust in the authorities, etc.
The strategy is based on the major international instruments for combating corruption, including the UN Convention against Corruption, recommendations of the Group of States Against Corruption (GRECO) and other international institutions.
