The President has returned the law with his comments for further consideration in the parliament.
According to the press office, Yanukovych has not signed the law, because "it bears risks of violation of Constitutional rights of citizens, human rights and basic principles of a democratic state."
In President's opinion, the given law "violates international engagements, taken by Ukraine on its path of introduction of European and international standards of human rights, as well as realization of the Action Plan on liberalization of visa regime between Ukraine and the EU."
Yanukovych notes that the given law does not provide for citizens' security and may lead to ungrounded increase of budget expenses.
"A number of innovations, provided by the law, do not correspond with modern needs, are ungrounded and unacceptable," Yanukovych underliend.
