The Venice Commission considers that the decision on what electoral system should be in the state, belongs exclusively to the Parliament of the state, MP of Ukraine, member of Party of Regions faction in the Verkhovna Rada, President of the Parliamentary Committee on Justice Serhiy Kivalov stated, speaking in the Verkhovna Rada.

He reminded that October 14-15 the Venice Commission considered four issues on Ukraine, among which there was the electoral system.

"Unusually heated debate was provoked by the discussion of the project on parliamentary elections. In paragraph 22 of the draft conclusions the Venice Commission acknowledged that the decision on the electoral system is the sovereign right of each state. None of the commissioners denied the position, voiced by us, that Ukraine has the right to elect any democratic system, including mixed one," the MP said.

Serhiy Kivalov also added that the Venice Commission considers the use of mixed electoral system to be the European tradition.

"Mixed system is not Ukrainian but Western European invention. This system is now in the UK in the modified rules, in Germany, Italy, Hungary and other developed democracies," the MP emphasized, ForUm learned from the Party of Regions press office.

Serhiy Kivalov also noted that many members of the Venice Commission were surprised by the speech of the opposition representative Hryhoriy Nemyria, who called to hold the election on a pro rata basis, although previously the opposition had opposed it.
