EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Catherine Ashton announced this ahead of a meeting of the foreign ministers of the EU member states, which is taking place in Luxembourg on Monday, Interfax-Ukraine reported.

I'm sure that the ministers want to think very carefully about our relations and the signals that we want to send to [Ukrainian] President [Viktor] Yanukovych," Ashton said.
