The President Viktor Yanukovych has held a meeting of the Governing Council of the Committee on Economic Reforms, ForUm learned from the presidential press office.
There have been 2 questions on the agenda: “Legislative support of reforming the administrative services provision” and “Strengthening the role of President’s messages to the people and the annual and special messages to the Parliament on the internal and external situation of Ukraine”.
Opening the meeting President Viktor Yanukovych noted that its holding was caused by the necessity of making measured organizational decisions, specifying the mechanism of executive power functioning and creating the legislative basis for reforming the administrative services provision.
“Ideology agreed at the last meeting of the Committee on Economic Reforms has to be put into all the relevant government decisions and legislative acts,” Viktor Yanukovych noted.
“Today we have to finally coordinate the provisions of the basic draft law that is to be submitted in a few days to the Parliament as the urgent one.
But before the beginning of the discussion I would like to remind that the most fundamental provisions of the future law have been defined by me in the beginning of the year.
Recently they have been approved at the last meeting of the Committee on Economic Reforms.
That is why the Law should put an end to the shameful practice of delegating state functions to commercial structures; maximally simplify the procedures and reduce citizen’s communication with the officials to the minimum by putting it to the e-government level; lay a solid foundation for creating the national network of "Centers of administrative services"; set a strategic goal of electronic administrative services. If it is impossible the services will be provided exclusively by administrators of the centers. Thus, a corruption element will be eliminated – direct interaction of a citizen and persons authorized to make decisions.
The Law should also ensure the transfer of all money received for providing administrative services to the general fund of the State and local budgets; determine a comprehensive list of administrative services, their paid or free of charge nature.
The revision of these provisions is non-negotiable.
I would rather we finally coordinate and make a decision, discuss this issue in the Parliament and adopt the given Law,” the President said.
