Vice speaker of the Verkhovna Rada of Ukraine Mykola Tomenko believes that Ukrainian parliament is in critical condition.

Speaking at a scientific conference, held today in the VR, Tomenko pointed out that current parliament in its status and character of activity has run out of steam.

According to the vice speaker, the parliament now is an instrument to inform society about political and party decisions, not a legislative organ. "Only 20-30 MPs are engaged into legislative activity, about 50 MPs work with electorate. All the rest just represent a party list or defend their businesses. Three forth of the MPs have nothing to do with the principal function of this power institute" he said.

"We need to change the very constituent of the parliament, which means the society and scientific community must determine what a deputy is and what activity the parliament should perform," Tomenko underliend.
