The increase in excise duties in the fight against tobacco is ineffective, say sociologists with the Bureau of Statistical Analysis, based on the findings of a large-scale survey conducted in the largest cities of Ukraine.

Almost 40% of Ukrainian smokers say they will still buy cigarettes of favorite brands, even if tobacco products become more expensive and after the rise in excise duty rates. Moreover, 75% of Ukrainian smokers believe that the increase in excise duty on tobacco products will boost sales of illegal cigarettes. Meanwhile, the poll also found that 20% of smokers say openly that they will look for cheaper cigarettes, UKRINFORM reported.

Market expert Volodymyr Demchak explains that, really, in case of increased excise taxes, cheap counterfeit would be in great demand among tobacco smokers, which will certainly lead to a shadowing of the market of tobacco products. Now, about 15% of the market of tobacco products - it is dangerous to health illegal products from Moldova and Russia, which, by the way, are not taxed.

A ban on tobacco advertising is not an effective measure to combat smoking as well. Sociologist Maria Chernova says that the majority of urban respondents increasingly face information about smoking hazards, but not the promotion of tobacco brands. However, a consumer lacks information about the quality of cigarettes. At the same time 61% of urban residents believe that information on cigarettes (labeling, warning labels, etc.) does not affect the person's desire to quit or start smoking. Because the main cause of smoking, according to those surveyed, is the influence of friends and the desire to look older.
