The first serious conflict took shape between Parliament leaders and the Cabinet, about the unity of their team work the President was speaking time and again.

Speaker Volodymyr Lytvyn refused to hold on Friday a traditional "hour of questions to the government" due to empty seats designated for government members, UKRINFORM reported.

He sharply stated that it became a practice "to actually ignor an hour of questions to the government and today - it is a clear proof of this." Moreover, the Speaker continued, presentations of government projects "as a rule, are attended by deputy officials, and then those deputy heads instruct their deputy heads, and at meetings of the Committee - heads of departments are present, at the best."

The indignant Speaker underscored that the Verkhovna Rada is forced to work "on hand," to consider bills on the day they are submitted and, actually, to approve offhand what was submitted.

"Ignoring of the Verkhovna Rada is not an example and a way that should be followed by the Cabinet," Lytvyn stated and added that next plenary week not a single government project will be considered "until cooperation is arranged between us."

Prime Minister Mykola Azarov, who at that time attended a meeting of the Organizing Committee on preparation of Ukrainian athletes for participation in the Olympic Games, has immediately commented on the Speaker's sharp demarche.

"Don't you see where I am? Or do you consider this issue to be unworthy of Prime Minister's attention?" he replied with indignation.

According to the Prime Minister, in the Parliament's hall all ministers were present, who were responsible for consideration of the issues, included into the agenda.

The most important figure sent to the Parliament by the government was Vice Prime Minister Borys Kolesnikov. First Vice Prime Minister Andriy Kliuyev is in Almaty at a meeting of CIS Economy Ministers, and Vice Prime Minister Serhiy Tihipko - in Washington at the annual session of the IMF and the World Bank.

"The government is very seriously disposed for work with the Parliament. It will cooperate and I do not see reasons for a reproach to the government in this case," Azarov noted.
