MP of Ukraine, Chairman of the Party of Regions parliamentary faction, Olexander Yefremov is sure that the fact of submission  of the draft state budget for 2012 to the Parliament by the Government in legislative deadlines will contribute to effective work of the Verkhovna Rada. He stated this on Monday, September 19, during the Conciliation Council of the Verkhovna Rada.

"The most significant event of this week is that the Government has submitted in time the program of socio-economic development and the draft state budget for 2012," the politician said.

Olexander Yefremov emphasized that the task of the Parliament this week is to review these documents. "And if there are any questions, we still have time to talk with the Government and to submit appropriate amendments before consideration of this bill," he added.

Besides, the MP said that some provisions of the 2012 budget raised questions, in particular, the document provides the instrument when the costs planned in whole by the state budget are less than the costs under main protected items. Olexander Yefremo said that, according the specialists, the gap is about 4.5 billion UAH. "And if we leave it in the budget, then we make local and regional organizations to cover the shortfall in primary payments due to sources that will form, or those that will be directed on the development of territories. We can’t allow this. We have to enter normal, civilized form of budget adoption," he stressed.

Olexander Yefremov also announced the Party of Regions’ intention to continue work on the document, regulating financing of the regions, where coal mines were closed.
