The Higher Administrative Court of Ukraine has on Tuesday upheld a judgment of Donetsk Administrative Court of Appeals that declared illegal the orders of former President Viktor Yushchenko conferring the Hero of Ukraine title to the commander-in-chief of the Ukrainian Insurgent Army (UPA), Roman Shukhevych, and the leader of the Organization of Ukrainian Nationalists (OUN-UPA), Stepan Bandera.

Thus, the board of the court rejected appeals by Viktor Yushchenko, Roman Shukhevych's son Yuriy Shukhevych, Stepan Bandera (S. Bandera's grandson), Svoboda party and a number of citizens.

On October 2007, Yushchenko issued an order conferring Shukhevych the Hero of Ukraine title.

On April 2, Donetsk Regional Administrative Court declared invalid and cancelled Yushchenko's decrees of October 2007 and January 20, 2010 to confer the Hero of Ukraine titles to Shukhevych and Bandera.
