A number of states have launched military action today to enforce UN Security Council Resolutions 1970 (2011) and 1973 (2011) concerning the situation in Libya. 

Ukraine believes that the efforts of those involved in resolving the situation in Libya, should be primarily focused on protecting and guaranteeing safety to civilians, including the citizens of Ukraine who remain in Libya with a noble humanitarian mission to help the sick and injured. 

According to the UN Charter, Security Council resolutions are binding on all the UN Member States, therefore Ukraine will steadily carry out the provisions of the abovementioned resolutions. However, we underscore the provision of Resolution 1973 (2011) regarding the unacceptability of any form of foreign occupation of the territory of Libya.

It is fundamentally important for us that even despite the establishment of a no-fly zone over the territory of Libya, all the possibilities of providing humanitarian aid and evacuation of civilians were preserved. Ukraine is ready to provide such aid and evacuate Ukrainian citizens and citizens of our international partners, including through the provision of relevant operational capabilities. 

On my instruction the Ministry Foreign Affairs and other authorities of Ukraine continue providing all the necessary assistance to citizens of Ukraine on the territory of Libya. We maintain regular contact with the governments of other countries, including those involved in the military action. 

I would like to emphasize that our main priority is safety of our citizens and their subsequent evacuation from the territory of Libya, as well as providing humanitarian assistance to victims of the armed conflict due to enforcement of the no-fly zone over the territory of Libya.
