President Viktor Yanukovych believes that amendments to this year’s budget should be made already after the end of the first quarter of 2011, without waiting for the results of first six months. This is enabled by positive trends in the economy during the first months of this year. Based on these trends, one may expect that the budget revenues will reach over 300 billion UAH, which is more than previously expected. 

Accordingly, the government can provide additional 5 billion UAH for regional development projects, i.e. for building roads, hospitals and other social facilities that people need, already now.

And the Parliament should consider changes to the budget urgently, President Yanukovych said, speaking at today’s meeting with Parliament Speaker Volodymyr Lytvyn, leaders of parliamentary factions that are coalition members, and First Vice Prime Minister Andriy Kliuyev.

President Yanukovych also emphasized the need to speed up the adoption of anti-corruption laws, without which it is impossible to conduct effective fight against corruption. Especially important is the adoption of legislation to liberalize regulatory policy, he said. 

"I am well aware, how violent the resistance of certain officials, who do not want to loose their share in everything that concerns issuing various permits, and is a fertile field for bribery, to deregulation is. But we must be persistent and consistent here. There is no alternative to liberalization of regulatory policy," he said. 

The laws on fighting corruption and deregulation are important components of the economic reforms program. Economic reforms require the adoption of a number of urgent bills that have been prepared and are submitted to the Verkhovna Rada in the appropriate sequence, the President said.
