President of Ukraine Viktor Yanukovych has instructed completion of the draft National Action Plan for 2011 in a week term, presidential press office reported. 

"I will sign it immediately without delay," he said in his closing remarks at the meeting of the Committee on Economic Reforms. 

Certainly, he said, the Program of Economic Reforms is our strategic document, which must be the every-day priority for each official. 

"However, the clearly defined priorities in the National Action Plan format provide the answer to where exactly do we target our resources this year," Viktor Yanukovych stressed. 

According to the President, the National Plan will designate specific "success indicators" – the results to be achieved by the end of 2011. The same system would work in the subsequent years. “In 10 months, the whole country will be evaluating the Government’s work by these indicators. We will do it publicly," he said. 

The President reminded that recently, the new format of work of the Committee on Economic Reforms has been introduced – the Governing Council, which includes the President of Ukraine, the Verkhovna Rada Speaker, the Prime Minister, and high officials of the Presidential Administration and the Government. 

"The goal of the new format is to ensure rapid solution of problems and flexible response to changing circumstances, which affect the process of reforms," Viktor Yanukovych said. 

"We will invite those responsible for the reform areas as needed, to hear their reports on the problems in execution of the National Action Plan," he said. 

The subsequent meetings of the Committee, Viktor Yanukovych said, will be dedicated to agriculture and land reform, healthcare reform and education reform. "I ask those responsible for these areas to be well prepared," Viktor Yanukovych warned. 

At the same time, President Yanukovych expressed his understanding to the slow pace of the Government in implementing reforms due to delays in the executive power reform, being currently finalized on the central level.

"Thus, the changes in state authorities will help forming a functioning government system, which can quickly and efficiently implement the program of reforms. 

In conclusion, I emphasize once again: the reforming process is painful, so it should not be protracted. We must act decisively and quickly,” he said. 

He reminded that in 2011 Ukraine celebrates the 20th anniversary of its independence. 

"This date opens an important stage in the process of development of our state. Systematic reforms will allow Ukraine to reach European and global standards. This is our goal ... I would like each of you to understand the responsibility before the whole country for the success of our reforms program. 

2011 should become the year of practical, concrete results, tangible for every Ukrainian family. I believe that it will," he said. 

"I would like to warn everyone personally – our work aims for concrete results, practical implementation of every single provision of newly adopted laws, strict performance discipline. Any opposition to the reform initiatives must be uprooted," Viktor Yanukovych said.
