November ten president Viktor Yanukovich held the first meeting of a working group on improving the electoral legislation, presidential press office informed.

As Chairman of the Central Election Commission of Ukraine, Volodymyr Shapoval said during the discussion of ways to improve the electoral legislation, any electoral system has flaws and these flaws, depending on the particular situation in different countries, are different.

Volodymyr Shapoval expressed the opinion that the position on the electoral system should be clear and supported by a large part of the society. In this case, he said, "the electoral system may even be enshrined in the Constitution of Ukraine”.

Such practice is common in many countries. "We know that for nearly 20 years of independent Ukraine, we had tested all the possible electoral systems. This, I think, looks like a caricature,” he said.

Obviously, added Mr. Shapoval, any decision concerning the electoral law will be criticized as the election result cannot satisfy everyone. "But I am convinced – the electoral legislation must ensure that election procedures are clear and obvious so that there is no place for politics there,” he said.

President of the National Academy of Legal Sciences of Ukraine, Rector of the National Law Academy of Ukraine Vasyl Tatsiy expressed the opinion that mixed electoral system is the most applicable in Ukraine.

"My observation of the previous local elections say that people accept with understanding and support the approach that gives the opportunity to elect not only a party, but also specific people, see their faces, then appeal to them with requests. This will improve the cooperation of voters and deputies," Vasyl Tatsiy said.

Members of the working group expressed support to President’s position the not only domestic but also international experts should be invited to the work on new electoral laws.

In his speech at the event, Ake Peterson, Representative of the Secretary General of the Council of Europe in Ukraine for coordination of cooperation programs has agreed to such cooperation. "We are ready to join the work to improve the electoral law," Mr. Peterson said.

Viktor Yanukovych said that Ukraine, having put the goal of EU membership, is ready to cooperate with international experts.

"We are interested in this ... At certain stages of the working group’s activity we need to hear the views of international experts and seek understanding. We have no other way," he said.

In his speech at the meeting, Parliament Speaker Volodymyr Lytvyn stressed that there are about electoral 30 bills registered in the Parliament. There are 2 drafts of the Election Code, and 10 bills relating to the issue.

Volodymyr Lytvyn said that the elaborated draft Electoral Code, which will be be submitted to the Venice Commission, should be agreed. "We need to find an agreed document. This should be the position of Ukraine, rather than that of the committee, or the faction. Obviously, within our working group we can and will elaborate such an approach," Volodymyr Lytvyn said.
