The Batkivshchyna party plans to hand over to the Organization for Security and Cooperation in Europe (OSCE) information about the illegal printing of election ballots in Kharkiv, the party’s leader, Yulia Tymoshenko, said at a press conference in Kyiv, according to her official website.

"We will provide the OSCE, all international and Ukrainian organizations that monitor elections and assess whether they are fair or not, with information that will allow them to see for themselves that the elections in Ukraine are being rigged on a massive scale, and that they in no way reflect the will of the people."

Batkivshchyna, as a participant in the electoral process, will also provide international institutions with information about the violation of the principle of equality when forming territorial election commissions (TEC). "695 TECs have been formed in Ukraine, employing 11,771 people. The parties in the formal government coalition account for 59% of members in these TECs. Only 24.5% of TEC commissioners represent the opposition parties. Obviously the numbers are skewed – three-quarters are from the ruling coalition and only one-quarter from all opposition parties."

Yulia Tymoshenko also pointed out that polling station commissions (PEC) are formed almost exclusively of representatives of the party in power. "A total of 31,401 polling station commissions have been formed. As a rule, they are staffed by 18 people. The total number of PEC commissioners is 565,218. They only accepted documents and appointed 6% from our opposition team, and a few percentages from other opposition parties. But we can say that 90% of members of the PECs were appointed by the government."

It is also unacceptable, she said, that the government is using the courts and prosecutor’s office to interfere in the local elections. For example, in Kremenchuk, Poltava oblast, the court ruled to remove the Batkivshchyna party’s candidate, who had been leading in public support, from the mayoral race.

"In districts in the Volyn oblast where first round support for our political team is 60-70%, the prosecutor’s office is visiting members of our party at their homes, interrogating them, and forcing them to leave the party. They are also being force to say that the party conference was held illegally and information is being collected to allow the prosecutor’s office to submit documents to the court in order to remove our party from the elections," she added.

She also said that the authorities are using force to try to intimidate members of Batkivshchyna. "The authorities aren’t trying to hide. The prosecutor’s office gives all instructions in writing. We have copies of all of them. If an investigator says he wasn’t able to find people who say that the conference wasn’t held, the oblast prosecutor’s office writes a resolution that says that investigator is not doing his job well and should start checking again."

"We have all these documents and copies of them, and will hand them over to the OSCE," said Yulia Tymoshenko.
