President of Ukraine Viktor Yanukovych met with Anatoly Mohylev, Interior Minister of Ukraine to discuss  a plan of measures to ensure fair and transparent elections in Ukraine. "These elections will be another step in developing democracy in Ukraine, so they must be free," Viktor Yanukovych said.

President Yanukovych also stressed the inadmissibility of any administrative pressure.

The Minister expressed the opinion that it would be irrational if policemen participated in the elections to local councils. "Primary role of the police will be providing observation of laws and rights in preparation for the elections and during them," Anatoly Mohylev said.

The President of Ukraine supported the suggestion that the staff of the Interior Ministry, Security Service, Attorney’s Offices, and Tax Administration should not take part in the elections. "The service in law enforcement bodies, protection and enforcement of the law, should be above politics," he said.
