Viktor Yanukovych will not sign New Tax Code without taking into account his comments, according to First deputy chief of the Presidential Administration Iryna Akimova.
Akimova informed that the government having submited the draft new Tax Code for public discussion, ignored the President's remarks he had put after the first reading of the document.
According to her, the draft was made public, but it kept the norms violating "the rights and freedom of payers, and there are no taxes, which are essential." In particular, Akimova said referring to the opinion of the president and experts, some requirements of the draft document violate the rights of payers and unnecessarily extend the powers of tax authorities.
Akimova also pointed to the absence in the draft Tax Code of a mechanism of automatic VAT-refund and the state's responsibility to payers for its untimely refund, as well as real estate tax. The debatable, according to Akimova, also are deposit tax and differentiated approach to the taxation of individual incomes.
