"Today we have the draft Budget Code with amendments that have stood the test of time, and it will be registered as an alternative draft Budget Code," said Serhiy Sobolev, the prime minister of the opposition government.
According to him, this is the Budget Code that was developed by the previous government headed by Prime Minister Yulia Tymoshenko, which was approved by the Verkhovna Rada but vetoed by then President Viktor Yushchenko.
"The alternative document truly allows local communities to develop and not just receive handouts form Kyiv or the oblast center," he explained.
