Meeting the heads of the district state administration in Kyiv on Wednesday Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated that legitimacy of the local self-government bodies will be questioned, if The Verkhovna Rada of Ukraine and the politicians fail to compromise on the date of elections to the local councils.
He stated that "the country can be destroyed unless the necessary issues are settled", as the elections shall be preceded by adoption of a new election law and the budgetary norms on funding the elections. The Head of the Parliament reminded that the State Budget currently envisages only UAH 40 million for holding the early elections to the local councils envisaged by the parliamentary resolutions. "A balanced resolution shall be adopted to prevent political struggle", Lytvyn stressed.
Lytvyn doubts the possibility of amending the Constitution of Ukraine and the electoral Laws before 31 October. He informed about his conversation with the Head of State, when the parties agreed to hold political consultations with the factions to determine further development of events. Lytvyn deems necessary to predict the consequences of such decisions.
