Meeting newly appointed regional governors, President Yanukovych drew their attention to the fact that beginning with May 3 the state has the budget. Therefore, he said, it is necessary to consider local budgets – regional, district, city – as quickly as possible and to begin working by them.
Viktor Yanukovych noted that "the question of motivating the regions
to collect taxes will certainly be considered for each region to have
the opportunity to earn money,” presidential press office reported.
The President also emphasized the importance and urgency of attracting investment into development and implementation of new projects being promising of each region.
"Work is effective when it is specific, when everyone coordinates his actions, is less involved in politics but pays more attention to addressing problems of the people," said Viktor Yanukovych, adding that it is necessary to quickly restore the chain of power in the regions and reduce politicization in the government.
The President noted that the work of local governments must be effective with holding regular meetings, registering carefully all economic activities, summarizing the results, etc. "Thus we will see how people are working and what do they deserve. Thus we will clearly know what is happening in every industry and every region," said President Yanukovych, emphasizing that current government “will be increasing the authority of the regions and motivating them.”
President Yanukovych also stressed that state authorities of all levels should put their maximum efforts into uniting people. He suggested that chairmen of regional administrations engaged state deputies in the regional work. "They all come from the regions, so invite them, solve issues, put tasks, so that they worked with you," said the President of Ukraine, adding that it is crucial to stop wasting time and start acting rapidly and consistently.
"We must work around the clock to achieve actual results," he said.
The President also stressed that he would demand discipline from the leadership of local authorities at all levels. "As for me, I will create all conditions for those, who will be working really constructively and effectively," he said.
Viktor Yanukovych also stressed that in their staffing policy regional governors should not be afraid to engage their competitors, young professionals and proactive people. "I am sure, you will only benefit from that," said Viktor Yanukovych.
Besides, the President said, in their work regional governors should not forget about reforms, which are replacing old habits with new opportunities.
"Our path is innovation and we will follow it constantly, improving the system of using public finances, perfecting sectoral programs in all directions, including those in administrative work," summarized the Head of State.
