The State Budget for 2010 was adopted by the Verkhovna Rada in violation of the law, claims Yulia Tymoshenko, the leader of the united democratic opposition.

"The budget was adopted without debates, without open public discussion, without expert discussion of changes and amendments to the budget, which has always been the case in parliament," Yulia Tymoshenko said while opening the meeting of the opposition government on Thursday.

According to Yulia Tymoshenko, "there weren’t even conclusions from the relevant committee or the scientific-expert department of the Verkhovna Rada. This means that the Constitution and rules of parliamentary procedure were violated," she said.

Yulia Tymoshenko believes the budget was adopted in such a manner so as to cover up its true content. "It doesn’t have to be made public, it doesn’t have to be fair to the people, and that’s the reason behind this policy," underscored the opposition leader.

Yulia Tymoshenko stressed that the budget adopted for 2010 is not socially oriented and aimed at curtailing reforms in key areas of development in the country.

"Therefore, I think Yanukovych’s budget can legitimately be called a budget of deception," she said.
