Ukraine and Russia will be able to discuss a merger of Naftogaz and Gazprom only if a mutually beneficial formula is set for both states, Ukrainian Prime Minister Mykola Azarov has said.

Azarov said that Russian Prime Minister Vladimir Putin had announced his proposal to unite the two companies only at a press conference and that this question had not been raised during negotiations.

"This proposal deserves attention. We are going to study it. This is a proposal by the prime minister of a large state, our largest partner, which was made in good faith," he said, UKRINFORM reports.

Azarov said that after the press conference, he had a brief dialogue with Putin about the proposal. "Count the assets and opportunities, and what you can get. It's a very flattering offer. Any European country would not have refused from this," Azarov quoted Putin as saying.

Azarov said that Ukraine would participate in such joint projects only if this would benefit it. As an example, he pointed to the situation in the aircraft industry, in which, he said, Ukraine will fail to develop its aviation industry, as it has no market.
