A referendum should be held on extending the lease for the Russian Black Sea Fleet, argues Mykola Tomenko, the deputy head of the Verkhovna Rada and one of the leaders of BYuT.

"Based on the ideology of the Ukrainian Constitution and current legislation, and in order to give popular legitimacy to the "Kharkiv pact between Yanukovych and Medvedev" relevant changes must be made to the Constitution via a referendum, or a referendum should be held on the idea of the Russian Black Sea Fleet staying in Ukraine until 2042," Mykola Tomenko said, reports the BYuT press service.

According to him, if the president won’t initiate the holding of a referendum, the opposition will. Mykola Tomenko is calling for the collecting of signatures to begin to hold a national referendum on popular initiative.

According to Article 72 of the Constitution of Ukraine "an All-Ukrainian referendum is called on popular initiative on the request of no less than three million citizens of Ukraine who have the right to vote, on the condition that the signatures in favor of designating the referendum have been collected in no less than two-thirds of the oblasts, with no less than 100 000 signatures in each oblast."
