Ukraine's Education and Science Minister Dmytro Tabachnyk signed an order under which all universities in Ukraine have got the right to recruit and teach foreign students in foreign languages, when it is possible, he said in Kharkiv on Thursday.

"When we introduced the study at higher education institution only in Ukrainian, we saw a huge outflow of students from Arab and Asian countries. Thus, state universities started losing first of all," he said, UKRINFORM reported.

Tabachnyk also said that every year nearly 5,000 students from Russia entered Ukrainian universities based on a tuition fee contract, and on 1 September 2009 this figure dropped by almost a quarter - to 3,840 people.

The minister said that the number of foreign students in Ukraine is expected to reach 50,000. According to the ministry, as of February 2010, there were more than 44,000 foreign students studying in Ukraine.
