The opposition government is proposing to legislate parameters of
independent external testing. The corresponding draft law "On higher
education" (new edition) was submitted to parliament by BYuT deputy
Volodymyr Polokhalo, the minister of education in the
opposition government.
The law would require that independent external tests be taken in order to apply for admission to an institution of higher education.
According to the bill, Cabinet of Ministers is responsible for establishing policy for the administration of independent external testing and monitoring of education quality. Meanwhile, a special central executive government body in the field of science and education is responsible for identifying the list of subjects to be tested and schedules no later than August 31 of the year before testing.
The document also identifies the need to ensure openness and objectivity of independent external testing, to establish the length of validity of testing certificates, to provide a list of individuals who can be involved in the administration of independent external testing, to establish a procedure for appealing test results, to outline the principles of public monitoring of the testing administration, etc.
According to Volodymyr Polokhalo, this new version of the law on higher education, which takes into account modern European and global trends in higher education and elements of the Bologna Process, is an urgent matter.
Adoption of the law "will help create conditions and increase access by citizens of Ukraine to higher education, contribute to their mobility in the European educational space, improve the level of training of specialists in Ukraine, address several social issues concerning educators, have a positive influence on improving the country’s educational potential, and recognition of Ukrainian higher education in Europe and the world," reads the memorandum to the bill, Yulia Tymoshenko's official website reported.
