President Victor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko, in which he expressed concerns about delays in financing of expenditures of local budgets, president's press office reported.

In the letter Victor Yushchenko said that he has been receiving numerous complains about significant delays of funds transfer to local budgets by the State Treasury of Ukraine thus blocking purchases of socially significant goods and services, including fuel and lubricants for ambulances, fire trucks and snow trucks.

At the same time the Government’s National Bank accounts hold 4.6 billion UAH and additional 6 billion are state budget deposits.

The President said that it has become a tradition to transfer funds to regions just before the visits of Government leadership there, thus making timely distribution of funds significant problem.

"I emphasize that the state budget is not Prime Minister’s personal budget, and therefore demand immediate cessation of such practices and taking immediate steps to punish officers guilty of delays in payments to local budgets", said Victor Yushchenko.

The President also sent a letter to Prosecutor General Oleksandr Medvedko with the request to investigate facts of ill-intended delays of funds transfer and take appropriate measures.
