The absence of political will from Moscow prevents the Ukrainian-Russian border from being demarcated, Ukrainian President Viktor Yushchenko said at a meeting with the professors and students of the Military Institute of Kyiv Taras Shevchenko National University on Thursday.

"The demarcation could have been completed over 18 years if the other side had goodwill," he said. Yushchenko said that Ukraine and Russia had held 29 rounds of talks on border demarcation. He expressed hope that border demarcation would be completed.

Yushchenko said that owing to the political will of Belarus and Moldova, agreement had recently been reached on the demarcation of Ukraine's border with these countries. He also said that everything would soon be done to complete the delimitation of Ukraine's waters with Russia, particularly the waters of the Black and Azov Seas and the Kerch Strait.
