National Security and Defense Council Secretary Raisa Bohatyriova has said she is confident that early parliamentary elections should be held before presidential polls.

"As far as the question of the next Ukrainian president is concerned, it is hidden from us by an uncivilized political struggle and a possible new reaction of voters to the crisis of political power in Ukraine. In order to reach a new trajectory with a 'plus' sign, one should inevitably 'reset' the authoritative political system. This could be done only through early elections to the parliament, which currently enjoys the trust of around 2% of voters and which is an insurmountable source of political corruption and instability," she said in an exclusive interview with Interfax-Ukraine.

"Of course, one should immediately change the electoral system, which makes a pigs-trough out of the legislative body for which Ukrainian businessmen fight each day under the veil of national interests," Bohatyriova said.

"After this, a new constitution should be passed at a national referendum simultaneously with presidential elections. It would be right to hold a poll on the layout of power in Ukraine between the snap parliamentary and the presidential elections," she said.

She also said that there was a chain of other even more important problems.

"They should be resolved immediately at the tactical and strategic levels in order to strengthen the competitiveness of Ukrainians in the global world. At any price a high level of national security, which is a key national interest, should be guaranteed, she said.

Bohatyriova said that this required giving up the excessive politicization of the government's actions, which had already resulted in losing three key ministers.

"The most important thing is the openness, honesty and transparency of authorities and primarily the government. [Ukrainian President Viktor] Yushchenko shows these qualities. It seems to me that this fact is the only way to win the trust of voters. It is they who will take a decision on the nation's next leader," she said.
