Ex-reporter of the Parliamentary Assembly of Council of Europe to Ukraine Hanne Severinsen considers that it is not necessary to introduce two-chamber parliament in Ukraine because it can lead to the worsening of the process on decisions adoption by the supreme legislative body of the country. She said that in an interview with “Den’” daily.

According to Severinsen, discussion on constitutional changes should be started not with two-chamber parliament, but with the question “What must be achieved?” At first it is necessary to define what is the weak point of current political system and what can be achieved by means of a new one.
