The BYuT doesn’t share the idea of a two-chamber parliament initiated by the President of Ukraine Viktor Yushchenko. The Prime Minister of Ukraine Yulia Tymoshenko informed that at a briefing in the Verkhovna Rada yesterday, the government press service informed.

She stressed that two-chamber parliament is defensible and acceptable in federal states. “Ukraine is a unitary state and, as I know, the President of Ukraine and our political team have always kept the unitarity principle and haven’t backed any rallies for the federalism. That’s why I am surprised that the President has changed his public position”.

In addition, Yulia Tymoshenko has criticized the idea of President to elect members of upper chamber of the parliament according to the majority system. She reminded the majority system had already discredited itself in the course of previous years: “The money put into the majority constituency equals the votes received”.

“I can not realize whether we have an upper chamber of lords where the one spending the most on the constituency wins? I wish only to admit it doesn’t just contradict the constitutional principle of a unitary state but contradicts sound mind as it leads oligarchs to power. So, the country will have an oligarchic parliament”.

Together with that the Head of Government emphasized every people’s deputy as well as the President of Ukraine has a right to forward the propositions concerning changes into the Constitution, with the final decision to be taken by the Verkhovna Rada of Ukraine.
