Acting Prime Minister of Ukraine Viktor Yanukovych considers that there is no constitutional order in Ukraine. He said today at the judges congress.

Yanukovych noted that distribution of functions among branches of power is one of the main characteristics of development of democracy and key condition of functioning of democratic society.

“What do we have today? We have parliament, discredited by numerous information campaigns and without mechanism of political responsibility of the coalition,” Yanukovych said.

According to Yanukovych, there is no single executive power in Ukraine. For today executive power is governed at least by two centers of authority: President and government.

"There is also not simple situation in judicial branch of power. Usage of judicial branch as tool in political struggle transforms judicial power into additional catalyst which intensifies and complicates political confrontation,” he said.

Yanukovych noted that recently political compromise helped to regulate conflict among politicians that could be transformed to civil confrontation.

Yanukovych also reminded that political reform introduced in 2004 has not been completed up to now. “Branches of power have not been provided with corresponding legislative base in full volume. Ukrainian people made democratic choice but politicians deprive them the formation of democratic power.
