The Chamber of Accounts accuses Emergency Ministry of spending more that UAH 300 million of state funds in 2006 – half of 2007, the statement of the Chamber of Accounts says.
According to the statement, specialists of the Chamber of Accounts made audit of spending of state money and found out that the Ministry fulfilled state budget program ”Provision of civil defense” inefficiently.
“Indexes of effectiveness, quality and final result of this state budget program did not correspond to aim and name of the budget program,” the statement says.
The Chamber of Accounts considers that money, allocated for this program, was used for self provision (salaries, benefits and social provision of departments of civil defense). “Money was not used for technical provision, and for prevention and liquidation of emergency situations and natural calamities,” the statement says.
The Chamber of Accounts noted, because of absence of proper discipline in Emergency Ministry of Ukraine and its departments, money from state budget was used ineffectively and with violation of demands of acting legislation.
