Vice Prime Minister of Ukraine Olexander Kuzmuk named reasons why it is impossible to transform army to contract basis from 2008. He said that today at the press conference, the ForUm’s correspondent informs.
According to Kuzmuk, the first problem is financing. He has noted that annual expenses for soldiers of contract army will comprise UAH 3.9 milliard, not it comprises UAH 950 million. He reminded that it is all necessary to add to this sum money for increase of allowance for officers, that will comprise UAH 2.7 milliard.
The second reason is housing problem. It is necessary to provide contract soldiers with housing. It will cost about UAH 2.5 milliard.
The third problem is professional preparation of contract soldiers. After conclusion of contract agreements, soldiers must be sent to training military departments for obtaining speciality. It will take at least three years.
The fourth reason is difficulties of citizens selection. In accordance with government’s decision, arrangement centers of contract military personnel will start working only from January 2008. So there will be no quality of selection of military personnel in 2008.
