The main priorities of constitutional reform are integrity of executive power, reformation system of local authorities, administrative-territorial reform, parliamentary reform, in particular transformation to bicameral parliament. The OU-PSD member Mykola Onyshchuk stated, the ForUm’s correspondent informs.

According to OU-PSD press service, Onyshchuk noted that it was also necessary to make transformations in judicial system. He considers that that matter does not concern formal redistribution of authorities among power subjects. The matter concerns creation of such system that would provide effective fulfillment of authorities.

“Integrity of executive power foresees strengthening of government role in management of main spheres of public life, first of all of economic sphere. Reformation of executive power must be based on sovereign local self-government. In such a way there will be two centers of power,” he said..

“By changes of the Basic law we must achieve organic unity of all power institutions and improve political system,” he said.

Onyshchuk is convinced that such conception must be supported by all political forces in the parliament, because this reform does not foresee to give much power authorities to this or that institution of state power. “I consider that it is possible to make changes to the Constitution in the parliament and then to confirm them on the national referendum,” he noted.

As a reminder, the President Viktor Yushchenko expressed assurance that 2008 would be devoted to optimization of constitutional process and formation of new revision of the Constitution. According to deputy head of the President’s Secretariat Maryna Stavniychuk, new revision of the Constitution must be prepared during first half-year of 2008.
