“National constitutional referendum is an integral part of establishing a new constitution,” the President stated on Sunday in Novovolynsk (Volyn region). Yushchenko at the same time emphasized that parliamentary elections on September 30 and constitutional referendum should be held separately, President's press office reported.
Viktor Yushchenko said that amending a constitution demands a special and thorough preparation. The Head of the state also thinks it is very important that the reform is accepted by the nation.
According to Viktor Yushchenko these are not the politicians who should draw up the new Constitution but a special Constitutional Commission, which will be composed of the representatives of different institutions that are respected by the people.
The President also reminded that in 2004 the Constitution was amended without people’s participation, furthermore it was not even thoroughly discussed in the parliament.
