President Viktor Yushchenko signed a decree yesterday to help the victims of the past week’s hurricanes in Ukraine, his chief of staff, Viktor Baloha, said on Tuesday, President's press office reported.

“This has been the second time over the past week that the President had to step in. After the railway catastrophe in the Lviv region, whose harmful chemical influence will haunt thousands of the region’s residents for a long time, the destructive power of hurricanes is challenging the Volyn, Rivne, Zhytomyr and Kyiv regions.”

Baloha described the government’s actions to localize last Monday’s phosphorus spill as “relaxed” and said this had made the President personally oversee the relief efforts. “The head of state signed a decree to format the Government’s efforts. When the President learned about the damage caused by the thunderstorms and hurricanes, he reacted immediately. Yesterday’s decree is a laconic and clear action plan to cope with the disaster.”

Baloha said his boss had instructed the Government of Viktor Yanukovych to restore the affected areas within the next three weeks and ensure thatthe victims of the natural disaster have enough food, water and medicaments.
