The companies conduct talks on developing mobile communications of the third generation (3G). According to experts, the most expected type of cooperation is a transfer of a portion of the corporate rights of the UkrTelecom's daughter company Utel to the Vodafone. The Utel also develops the 3G network.

As the National Commission on Communications Regulation stated, the parties consider three variants of the cooperation: creation of a joint venture on a parity basis, creation of a separate enterprise between the Vodafone and the State Property Fund and signing general agreement on cooperation.

The UkrTelecom's choice as a partner is explained by that of the state enterprise owns the only license in Ukraine for the right to provide services in the UMTS range (more up-dated version of the GSM format) and already constructed a fragment of the 3G network in Kyiv.
