“For last nine years Ukrainian railway spent in total UAH 27 milliard for renew its main funds. It resulted in failure of productive capacity,” deputy general director of Ukrainian railway Anatoly Lashko thinks.

According to him, nowadays “investment shortage”, accumulated for all years, comprises more than UAH 90 milliard. “This money should be invested during next nine years at time of industrial reform,” he noted. After the Government on December 27, 2006 approved draft on Ukrainian railway reformation, preparation to fundamental structural changes is carried out. Lashko considers that one of the most important tasks today is adoption by the Parliament the draft bill on reformation of railway transport.

According to him, the objective of this reform is to make industrial operation transparent and understandable for potential investors. With their help it is possible to cover investment shortage. Within the structural changes, the railway sphere will be divided in three directions: natural-monopolistic (infrastructure and its service), potential-competitive (passenger operations) and competitive (cargo transportation). The last one is already competitive today as number of enterprises has own carriage depots. Full competition may be expected when we abandon joint financing of passenger operations at expense of cargo sector.
