The draft bill “On changes in the Law of Ukraine “On National Security and Defense Council of Ukraine” was registered in the Verkhovna Rada of Ukraine, intending to abolish the post of secretary of National Security and Defense Council (NSDC).
Draft bill text, the authors of which are members of Party of Region faction Vladyslav Zabarsky and Yury Myroshnychenko, is on the official web site of the VR.
The draft bill was registered in the Parliament on January 11.
According to the draft bill, article 7, concerning NSDC’ secretary, his deputies, their authorities and so, is intended to be excluded from the Law on National Security and Defense Council of Ukraine.
Moreover the authors offer to make President’s Secretariat of Ukraine responsible for informational-analytical, organizational, material-technical and financial provision of the NSDC’ functioning (earlier these functions were fulfilled by the NSDC’ body) .
The people’s deputies also suggest that the decrees of the President of Ukraine on implementation of NSDC’ actions would come into force after signing them by the PM and the Minister, responsible for decree and its fulfillment.
The authors of the draft bill offer to exclude article 15, according to which financing of the council activity is realized at the expense of the state budget.
