
Parliamentary assembly of the European council calls up the Verkhovna Rada of Ukraine to appoint politically independent plenipotentiary on human rights.
According to the press service of the “Our Ukraine”, the Parliamentary assembly of the European council forwarded a letter to the Chairman of the Verkhovna Rada of Ukraine Olexander Moroz concerning appointment of the ombudsman in Ukraine.
“We are concerned about the question, discussed in Ukraine in October of the past year, in particular trust to the ombudsman’s institution in Ukraine,” the letter says.
“We always had nice relations with your top human rights official up to the recent event: illegal acts of Nina Karpachova, ex plenipotentiary on human rights.
The Verkhovna Rada will elect the ombudsman on January 11, 2007. Ombudsman in the European countries means an arbiter with high moral reputation, politically independent person who is able to support its independence in relations with the power, different political parties and the lobbyists.
According to the letter, the ombudsman should be “competent and experienced person” and he or she is forbidden to participate in any political or profitable activity.
“The way of appointment of the ombudsman should provide for basis that people see this person as politically independent and trust him,” the letter says.
