Prime Minister of Ukraine Victor Yanukovych assured observers of Parliament Assembly of Council of Europe Mrs Hanne Severinsen and Mrs Renate Wohlwend that Ukraine is on the path of democratic reforms.

Opening the meeting with PACE observers on Tuesday in Kyiv Yanukovych noted that the constitutional reform is coming into force in Ukraine and draft bills, which will fill this reform with content” are under consideration.

The Premier named the most painful issue of this process, which is redistribution of commission between branches of the power. “But in general, Ukraine is on the path of democratic reorganization. World experience shows us that parliamentary-presidential model of government is the most democratic and effective,” the Premier stated.

He noted that one of the advantages of the mentioned model is “effective mechanism of cooperation between government and parliament,” but these opportunities we were lacking during 15 years of independence.

“As a result, the country had a lot of difficulties with issues of internal and foreign policies,” the PM said.
