Victor Yushchenko has said in Berlin he will sign last week's law on the moratorium to raise energy tariffs despite thinking it has a few flaws.
“I will certainly sign the law... not because I agree with it but because I respect the Constitution,” he said, adding that the Verkhovna Rada had overridden his veto of the law twice. “I have nothing else to do but adhere to the Constitution.”
The President said the government and parliament had "pushed the law hastily.” He suggested that the central government should allow local governments to decide which tariffs to have. He also urged the government to develop new compensatory budget mechanisms for 2007.
“It is honest when the state is responsible for the poor. Let the rich pay more to cover these expenses,” he said.
Yushchenko also opined such issues should be discussed professionally, "not in a populist manner."
