The Eu grants ?1 million for reformation of Ukrainian public administration

The European Union has provided ?1.9million euro to promote the reformation of public administration in Ukraine. Ukraine will be the first NIS to receive a new form of technical assistance: twinning operations, according to the European Commission Delegation to Ukraine sources.

The European Commission, through the EU-TACIS programme, actively supports Ukraine's endeavours to reform its public administration by implementing new up-to-date approaches and practices in public bodies' operation. This will be fostered by a new large-scale project, Implementation of Twinning Operations in Ukraine, which has been lately launched by the European Union. This initiative is implemented under the aegis of the European Neighbourhood Policy, the Cabinet press office reports.

Twinning is a new form of direct co-operation between public bodies of EU Member States and Ukraine. It will provide for the transfer of know-how and good practices between public administrations of EU Member States and their Ukrainian counterparts. The mechanism has proved successful in legal approximation and introducing public administration best practices in the states that joined the EU in 2004.

Twinning has contributed to the development of a network between EU Member States and public administrations of countries in which these projects were implemented. The mechanism has proved a powerful tool for the preparation of candidate states for EU accession.

The extension of the Twinning instrument to Ukraine is a development that shows the importance attached to increased integration between Ukraine and the Union.

The project is implemented by Human Dynamics Consortium, including Human Dynamics (Austria), MWH (Belgium) and Planet (Greece), which has a wide experience in implementing similar initiatives. The main Ukrainian partner is the Project Administration Office attached to the Centre for Support of Civil Service Institutional Development of the Main Department of Civil Service of Ukraine. Besides, the project will co-operate with all ministries and other public agencies interested in implementing Twinning projects.
