According to National Space Agency sources, Ukraine and Brazil have established a joint venture to implement the Cyclone-4 project, which provides for launching Cyclone-4 boosters from the Alcantara space centre in Brazilthe Cabinet press office informs.

On September 4 the Diario Official, the Brazilian Government's mouthpiece, published the statute of the Ukrainian - Brazilian company Alcantara Cyclone Space, which took effect on that date in Brazil. This allows the parties to start practical work to create the company and construct a launching pad for Cyclone-4 carrier rockets. The company's statute took effect in Ukraine earlier, in 2005.

Ukraine views this space project as very important from the angle of securing Ukraine's advent onto Latin American markets of space services.

Both parties intend to shortly start constructing the launching facility at the Alcantara.

According to the parties' joint plan, by 2006 the joint venture's chiefs are to be appointed, on the Brazilian side, the company's office is to open and official documents will be ready for allotting a land plot at the Alcantara.

The Cyclone-4 booster is being developed for launching commercial payloads, which will be placed on low and medium orbits, transitional to geostationary orbits.

In keeping with the Ukrainian Government's decision, the State Property Fund and the National Space Agency pose as the jv’s co-founders and participants, on Ukraine's side, which will represent the interests of the Southern Design Office and the Southern Engineering Works, both based in Dnipropetrovs’k. The Brazilian Science and Technology Ministry and the Space Agency of Brazil pose as the jv's co-founders and participants, on Brazil's side. The joint venture's chief mission, for the time being, will be to develop necessary infrastructures at the Alcantara space centre, then fulfilling orders for launching commercial payloads and rendering launching services. The joint venture's authorized fund has been endorsed at 105 M. USD, with each party's contribution amounting to 50 percent.

The Cyclone-4's maiden launch has been slated for 2009. The Cyclone-4 is being developed on the base of Cyclone -3 boosters. It will be the most powerful rocket of the Cyclone family of boosters.

Ukraine and Brazil signed and ratified a long-term agreement on space cooperation in October 2003.
