“It has transformed into an instrument of serving the people,” Yanukovich explained. According to the PM, for the first time the executive power stands as a hired force, which serves the ruling parliamentary coalition.
Yanukovich underscored that responsibility for ruling the country had never been such personified. “If changes for the better do not happen, there is a person to answer for bad work,” he noted.
According to the Head of government, it has appeared a possibility to synchronize actions of the President, the Verkhovna Rada and the Cabinet of Ministers. Yanukovich underlined that the constitutional reform demands redistribution of commissions. “Transfer of authority is a felt process, which needs understanding,” the Premier pointed out.
The Premier named priority programs and reforms of the Cabinet, which are pension, education and medicine. Yanukovich also promised to make judicial power independent.
